Tallinna linnavolikogus kukkus läbi lasteaia kohatasu kaotamine

Tallinn City Council failed to pass the abolition of kindergarten co-payment

hääletati lasteaia kohatasu kaotamise eelnõu üle. Poolt hääletas 37 linnavolinikku, vastu oli samuti 37. Vastu hääletasid Keskerakonna, EKRE ja Eesti 200 liikmed.

Tallinna Jevgeni Ossinovski rääkis, kust raha kohatasu kaotamiseks võetakse. Kokku on vaja 11 miljonit eurot. Näiteks 3,5 miljonit tuleb Raadiku maja üüri tõstmisest. Lumekoristusele läheb nüüd 6 miljonit eurot, mitte 8 miljonit. Raha saadakse ka linnavara paremast haldamisest ja kultuurikeskuste muutmisest.

Ossinovski ütles, et raha saab ka Õpetajate maja üüri muutmise ja koolide IT teenuste ühendamisest. Loomaeda saab eks, mis toob juurde 500 000 eurot. e kasutuselevõtt säästab 300 000 eurot aastas. Elektriautode laadimispunktide ehitamine tele säästab 600 000 eurot aastas.

Keskerakond ütles, et kohatasu kaotamine on hea, aga raha võetakse vaestelt ja laste hariduselt. Keskerakond lubas, et kui nad oktoobris võimule tulevad, kaotavad kohatasu ilma, et vaesed kannataksid. EKRE ei toetanud eelnõu, sest ei olnud kindlad.

Lasteaia kohatasu teema põhjustas Tallinna koalitsioonis tüli. Juunis tahtis Reformierakond kohatasu ära kaotada, aga teised erakonnad ei nõustunud. See viis lühikese koalitsiooni lagunemiseni. Reformierakond ei tahtnud enam Ossinovski linnopeana näha ja pakkus Urmas Sõõrumaad. Kuid Sõõrumaa loobus ks saamisest.

Pärast seda kutsus Ossinovski Reformierakonna koalitsiooni tagasi. 8. juulil Ossinovskit, kuid ta jäi ks. Taastati ka Reformierakonna abi de volitused. Koalitsioon leppis kokku, et kohatasu kaotatakse 1. septembrist. Eesti 200 ei toetanud seda otsust.

The Tallinn City Council voted on the draft law to abolish kindergarten co-payment. 37 council members voted in favor, while 37 opposed it. Members of the Centre Party, EKRE, and Eesti 200 voted against it.

Tallinn Mayor Jevgeni Ossinovski explained where the money for abolishing the co-payment would come from. A total of 11 million euros is needed. For example, 3.5 million euros will come from increased rent at Raadiku House. Snow removal will now cost 6 million euros instead of 8 million. Funds will also be obtained from better management of city assets and the transformation of cultural centers.

Ossinovski said that money will also come from changes in the rent of the Teachers' House and the consolidation of IT services in schools. The zoo will become a foundation, bringing in 500,000 euros. The introduction of LED lights will save 300,000 euros annually. The construction of electric vehicle charging points for private businesses will save 600,000 euros annually.

The Centre Party said that abolishing the co-payment is a good idea, but the money is being taken from the poor and children's education. The Centre Party promised that if they come to power in October, they will abolish the co-payment without harming the poor. EKRE did not support the draft because the funding sources were not certain.

The issue of kindergarten co-payment caused a rift in the Tallinn coalition. In June, the Reform Party wanted to abolish the co-payment, but other parties did not agree. This led to the brief collapse of the coalition. The Reform Party no longer wanted to see Ossinovski as mayor and proposed Urmas Sõõrumaa. However, Sõõrumaa declined the position.

After that, Ossinovski invited the Reform Party back into the coalition. On July 8, Ossinovski was voted no confidence, but he remained mayor. The powers of the Reform Party's deputy mayors were also restored. The coalition agreed that the co-payment would be abolished from September 1. Eesti 200 did not support this decision.
