The European Union decided last year. They want to distribute refugees among countries. Estonia has three options. First: accept 79 refugees. Second: send experts. Third: pay 1.7 million euros.
Other countries must also decide. For example, Lithuania must take 158 refugees or pay 3 million euros. If Estonia accepts refugees, it will receive money. For 79 people, it will get 800,000 euros.
If Estonia does not want refugees, it can send experts. They will help in Southern Europe. Alternatively, Estonia can pay money. This is 1.7 million euros.
Estonia must decide in the fall. Experts will help gain experience. The European Union will make a proposal in October. Refugees may come to Estonia next year.
There are many refugee applications in the European Union. Most come from Syria and Afghanistan.
