The Riigikogu is discussing a legislative amendment. It would allow 16-year-olds to serve alcohol in restaurants and cafes. The amendment will help employers find more employees. Young people will also gain more work experience.
Karl Astok, owner of the restaurant Kolm Tilli, says they have not had problems finding employees. He says the new law would allow changing the work organization. "We need to discuss with our team whether this is necessary. If it is needed and the law allows, why not. We have been hiring minors for several years. We see this as a great opportunity to provide young people with work experience," said Astok.
17-year-old Lisete works as a waitress. She says it is hard to find work without alcohol. "I applied to cafes, but I wasn’t hired because they serve alcohol. Now I work at a pub and in catering. Alcohol is everyday at the pub, but there is almost none in catering," said Lisete.
Cathy Vivien Vahi, head of the youth department at the Unemployment Insurance Fund, says many young people are looking for summer jobs. The service sector is popular. "Employers are ready to give young people more opportunities. If the law allows, employers will hire young people," said Vahi.
