In the future, it will be possible to graduate from basic school even if the student receives zero points in the exam, as long as the grades on the certificate are positive. This means that the need for retake exams will be eliminated.
According to former Minister of Education Liina Kersna, the purpose of the change is to ensure that students do not get stuck in basic school. They could continue their education in a suitable form. The certificate would show the student's skills and knowledge to the next educational institution. Kersna said that the basic school final exam should be a means of entering the next school level, not a means of exiting basic school.
According to Kersna, the next school level could assess the student. If necessary, help could be provided, a gap year could be taken, or additional learning could be offered. If the field does not require mathematical thinking, the student could go to a vocational institution. But if good math skills are needed, it is worth taking a year to catch up. In any case, the student must be able to learn until reaching adulthood. The next educational institutions must offer opportunities to fill learning gaps.
Minister of Education Kristina Kallas said that basic school can be completed if the exam threshold is met. If the threshold is not met, the result will be recorded on the final certificate. With such a certificate, one cannot go to high school or a vocational field. But in vocational school, learning gaps can be filled and then secondary education can be acquired.
According to Kersna, the current system is not working well. Last year, 24.5% of students did not exceed the 51% threshold. The law requires the school to conduct a retake exam for the student. The student takes the exam prepared by the school and gets 51%. Then they leave basic school. Kersna said that changing the graduation requirement would reduce anxiety before exams. Studies show that with less anxiety, results are 16% higher.
To graduate from basic school, the current grades must also be in order in the future. If the certificate has failing marks, the student can only graduate in exceptional cases. The parent must give consent.
The Reform Party and Eesti 200 are currently in negotiations to conclude a longer coalition agreement. The talks may last until May.
