Healthcare workers want salary increases.
They asked the state mediator for help because their demands were not met.
Health Insurance Fund head Siiri Lahe said healthcare workers do important work.
She said: "Their salaries should increase, but money must also be left for other things."
The Health Insurance Fund plans salary increases over the next four years.
The salary increase will take place later, in 2028.

Nurses earn average wages but only when they work lots of overtime.
Care workers' salaries are very low. They are one-third lower than the Estonian average wage.
They only get more money for night shifts.
