The Ministry of Foreign Affairs is preparing to organize a major Ukraine reconstruction conference in 2027. Former Minister of Economic Affairs Tiit Riisalo may be one of the organizers. The conference will be attended by many important figures, such as state leaders and private sector representatives.
Estonia has supported Ukraine both with military aid and through reconstruction and economic cooperation. In 2025, Ukraine approached Estonia and asked if Estonia would organize a conference in 2027. This major event will require many budgetary agreements.
Foreign Minister Margus Tsahkna and the government discussed the organization of the conference. An agreement was signed with the Ukrainians in the fall. Estonia is now a co-organizer of the conference.
The conference working group is learning from past experiences and gathering information about the organization of similar events in other countries. Estonia aims to involve the Northern Baltic region, as it contributes one-third of the aid provided to Ukraine.
The conference is a major challenge for Estonia, but Estonia has experience from presiding over the European Union and hosting NATO meetings. Logistics and security are important issues.
It is not yet known where the conference will take place. Estonians will find a suitable solution, even though we do not have a large conference center. The conference could cost millions of euros.
High-level state representatives will attend the conference. The participation of US President Donald Trump is not ruled out. Tiit Riisalo may assist in organizing the conference. He has extensive experience in organizing international events.
The exact content of the conference is not yet known. Reforms, economic cooperation, and the involvement of civil society will be discussed. Estonia is already at the forefront in Ukraine.
