Year by year, the number of people who work in Tallinn but live outside the city is increasing. They do not have the right to free travel in Tallinn. They have to pay for the train or bus.
A new ticketing system may start in Harju County in July. This means that one ticket will be valid on all bus lines in the county. Currently, bus and train ticket prices are different. In the new system, some prices may rise, while others may fall.
Currently, only one-third of passengers pay for bus tickets. Young people and the elderly travel for free. If prices rise, the number of tickets sold may decrease.
The ministry is also considering converting some free lines into commercial lines. This means that passengers will have to pay. Commercial lines are possible where they are profitable. Free lines will remain where commercial lines do not operate.
A problem with commercial lines is that in the morning passengers travel to the city and in the evening they return. In the opposite direction, the buses are empty. Commercial lines may operate between larger centers. For example, between Kose and Tallinn.
Some people think that commercial lines may not work. Currently, pensioners and students travel for free. The police do not want to make them pay for tickets. Free travel for children and the elderly will remain.
