On February 28, the Russian icebreaker Murmansk entered Estonian maritime territory without permission. This happened near Vaindloo Island. The icebreaker wanted to assist the ship Olympic Friendship, which was stuck in the ice.
The Estonian Ministry of Foreign Affairs was unaware of this. The icebreaker did not respond to calls from the Estonian Navy. It was in Estonian waters for four minutes.
Foreign Minister Margus Tsahkna stated that Russia must follow Estonian rules. All ships must be aware of border regulations.
If a foreign ship wishes to be in Estonian waters, it must notify Estonia. Normally, notification is required 48 hours in advance. However, due to bad weather and ice, Estonia may allow notification just 6 hours in advance. This applies until the end of the icebreaking season.
