The Mayor of Tartu, Urmas Klaas, and Chairman Tõnis Lukas say no. They do not want to send Tartu representatives to the prison committee.
The ministry asked Tartu to send representatives. The ministry organized a competition. The conditions of the competition were in writing.
The conditions of the competition are five: 1) Age of at least 21 years. 2) Knowledge of the Estonian language. 3) Willingness to work full-time. 4) Must not be a government official. 5) Understanding and willingness to help.
Klaas and Lukas are angry. They say that the city's representatives should be appointed without a competition.
The Tartu prison has capacity for 933 people. There is also an open prison. Estonia and Sweden agreed to send Swedish prisoners to the Tartu prison. The Reform Party supports this, Isamaa does not.
The purpose of the prison committee is to help the prison. The committee should include local government representatives and others.
