The government launched the Eesti.ai program in January. Its goal is to help Estonia's economy using artificial intelligence.
The Government Office created a tender worth approximately five million euros. The program aims to educate people about AI. It is suggested that 100,000 people participate in training during 2026–2027.
The tender was divided into four parts: in-person training, web-based training, and large events. The provider must work with at least two trainers. Trainers must have prior experience.
The trainer must have conducted at least five AI trainings over the past three years. Each training must last at least four hours. An alternative is two trainings, each at least 20 hours.
The provider's team must include a project manager with experience leading at least two similar projects.
Training quality is assessed based on participant feedback. If feedback is poor or participation is low, the trainer may not receive the full fee.
If at least 75% of participants provide feedback with an average rating of at least 4, the trainer receives full payment. If the rating is 3.5–4 and participation is 50–75%, half payment is made. If the rating is below 3.5 or participation is below 50%, no payment is made.
Five million is the maximum amount that can be spent, but it does not have to be fully utilized. Contracts will be signed on Tuesday. Orders will be placed as needed.
46 bids were submitted for the tender. The exact number of different trainers to be used is not yet known.
