37 MPs want Minister Joller to resign.
Only 33 MPs supported it. 51 votes were needed.
EKRE leader Martin Helme said Joller is doing a bad job.
He said Joller wants people to pay more for hospitals.
He also said that people with disabilities should get tax exemptions.
Joller said he is listening to people. He does not want to increase private health insurance.
He said he wants a better healthcare system.
The Center Party, EKRE, Isamaa, and the Social Democrats supported the motion of no confidence.
