The Narva City Council voted no confidence in Mayor Katri Raik on Sunday. 16 council members were against her, 14 were in favor. Jaan Toots was elected as the new mayor.
Urbo Vaarmann (Plaan B) said that there was chaos in Narva during Raik's time. The city government did not do its job well. The council could not function properly either. Raik also failed to manage the city's employees correctly.
Vaarmann said that Raik behaved poorly towards the city's employees and leaders. For example, Nadežda Tšerkašina, the director of Narva Language Lyceum, was dismissed. The opposition believed this was a political decision.
Raik said that she is leaving her position calmly. She did not agree with the accusations.
Jaan Toots was elected as the new mayor. Toots promised that the leadership of Narva would be honest and open.
The council also voted no confidence in chairman Mihhail Stalnuhhin. Toots said that Stalnuhhin interfered with the council's work. Urbo Vaarmann was elected as the new chairman.
Deputy chair Jana Kondrašova was also removed from her position. Natalia Umarova was elected in her place. Tšerkašina became the second deputy chair.
The Centre Party and Plaan B said that Stalnuhhin delayed the no-confidence votes for 130 days.
The Narva City Council has been talking about a power shift since April. During this time, Narva has had two mayors and two council chairmen.
