Tallinn to Reduce the Number of Polling Stations

In the 2025 local elections, 44 polling stations will be opened in Tallinn, which is fewer than in previous elections.
The Tallinn City Government has decided to open 44 polling stations. This is 33 fewer than in the European Parliament elections and half as many as in the previous local elections.
The locations of the polling stations were chosen based on voters' preferences. Shopping centers and better accessibility were prioritized. Polling stations with fewer than 600 voters were merged with others.
Priit Lello, the Tallinn City Secretary, said that the decisions were made based on a thorough analysis. The analysis looked at the 2021, 2023, and 2024 elections. Polling stations with fewer than 600 voters or where the distance between stations was less than a kilometer were merged.
In 2021, there were over 90 polling stations in Tallinn. There were more due to the COVID-19 pandemic. In 2025, there is no such need.
The number of polling stations will decrease particularly in Haabersti, the city center, Kristiine, Lasnamäe, Mustamäe, Nõmme, Pirita, and North Tallinn. Some polling stations will be relocated to new addresses.
Electronic voting is popular. It can be done using Mobile-ID and Smart-ID.
The elections will take place from October 13th to 19th. The first four days will have 16 polling stations open where all eligible voters can vote. The last three days will have 43 polling stations open, serving voters from their respective electoral districts.
Russian and Belarusian citizens cannot vote. Therefore, there are just over 324,000 eligible voters. In the previous elections, there were 353,360 eligible voters, of whom 54.4% voted.
