Currently, the area is mainly used for parking and is undeveloped. Its size is 0.92 hectares. The area will be divided into nine lots.
The plan grants the right to construct 5–8 story buildings there. These buildings will be apartment buildings and commercial properties. There will be more greenery and wider sidewalks along Jõe Street. This affects Tuukri, Jõe, and Karu streets.
The Deputy Mayor for Urban Planning, Madle Lippus, says that this is a move from parking lots toward a lively urban environment. The area is in an important location—near Jõe, Ahtri, and Reidi roads.
Green space is planned for the courtyard area. According to the city government, it will be spacious and compact. Currently, there is little valuable greenery there, so more greenery will be added.
The quarter can be accessed from Tuukri and Karu streets. Most parking spaces will be in the buildings. Short-term parking is planned for Karu Street to provide services to the buildings.
