In other countries, writers get money. For example, in Germany and Spain.
Writers want the rule to change. They are talking to the government.
The government says they are listening to the writers. But they won't change the rules immediately.
Writers may protest. But they hope the problem will be resolved peacefully.
The government will discuss the law on November 10. The Riigikogu will take the law under consideration in December.
