The Health Fund budget is insufficient. Experts have known this for a long time. The financing system needs to be changed and made more efficient.
Kaija Kasekamp, a consultant for the World Health Organization, said the deficit was known. Analyses have shown this since 2010. The current system is not sustainable.
Former Health Fund director Tanel Ross believes that the financing structure needs to be updated. Health care costs are increasing. The reason is the aging population and new treatment options.
Kasekamp added that the Health Fund needs to become more efficient. However, this should not mean a reduction in services. The latest government decision increased people's participation in costs. This increases health inequality.
Social Minister Karmen Joller said that in order to save money, work organization and funding need to be changed. She will meet with the Health Fund on August 22 and expects a plan for better use of funds.
Member of Parliament Tanel Kiik said that the financing system needs to be updated. The government should direct money to reducing waiting times and improving accessibility. For example, it could pay the health insurance fee for children.
Minister Joller believes that next year's budget should be filled from the Health Fund's reserves. Kiik believes that additional funds need to be found during budget negotiations.
