This rule helps in serious situations. For example, during war or a major storm. During a storm, this rule cannot be used. It is only for serious situations.
Phone companies must be prepared for crises. They have backup power and batteries. For example, Tele 2 says their network works even during a power outage. This ensures that the phone network works throughout Estonia.
