Member of Parliament Rain Epler (EKRE) asked the Ministry of Education how much the law firm's work cost and whether a procurement procedure was used to select it. The ministry responded that when ordering legal services, it is not mandatory to apply the Public Procurement Act. Ellex Raidla was chosen to conduct the internal investigation because the firm was already involved in the criminal case. The internal investigation took place from December 2021 to August 2025 and cost 51,574 euros.
In 2025, the ministry announced that the internal investigation found errors in the actions of former employees. The ministry promised to make changes to avoid such situations in the future. The summary of the investigation analyzed the actions of former chancellor Mart Laidmets and former head of the education department Ulla Ilisson. This was a continuation of the criminal investigation that ended in December 2024.
Ellex Raidla's sworn attorney Marko Kairjak analyzed whether the ministry had obligations to former officials. He investigated whether the officials violated their duties and whether disciplinary proceedings should be initiated against them or compensation for damages demanded. The ministry dismissed Mart Laidmets from his position as acting director of HARNO in December 2021. He was accused of exceeding his authority and taking on unjustified obligations. Laidmets appealed to the court, and the court found the grounds for his dismissal unfounded. Laidmets is now running in the Tartu local elections on the Parempoolsed list.
