Tallinn is designing the conditions for the main street and plans to publish them by the end of summer.
Tallinn's deputy mayor Pärtel-Peeter Pere said that the application for design conditions has been submitted. The conditions will be ready in May or shortly after.
Pere said that the design conditions will be published before summer. A public discussion will take place in May or June. The city ensures that it will not interfere with graduation ceremonies or Midsummer Day.
Architect Tiit Sild found that the solutions for Viru Centre have issues. Access to the parking garage worsens. The connection between Viru Centre and the main street is not coherent enough.
Mobility expert Marek Rannala said that the design conditions should leave more freedom. This would allow for better solutions. Rannala mentioned that Laikmaa and Hobujaama streets have changed. They should be reviewed together again.
Pere said that the publication of the design conditions will be followed by a feedback period. The city has discussed disagreements regarding the project. For example, it was decided that the roadway near the old post office will not change. If needed, the sidewalk and bike path will be merged.
The departure of buses from Viru Bus Terminal was also discussed. Buses can turn left towards Pärnu Highway. According to the project, there is a tram stop there. It was discussed how the stop could move towards the Old Town.
Rannala said that the current draft of the main street does not prevent major traffic management changes. Public transport and its speed are important. Well-organized transfers help. Rannala suggested that the Viru Centre bus terminal could be removed. The terminal takes time and space.
Rannala said that the city government halted the main street project because public transport jams are forming in the city center. The current draft does not solve this. Now it is understood that public transport can also be in other corridors.
Pere said that the Viru Bus Terminal may disappear someday, but the current main street project is not directly linked to this.
