The city of Tallinn has made a plan to restrict the parking and speed of rental scooters. The city government will meet with companies in the near future to discuss the plan and gather feedback. The plan is based on the opportunities provided by the laws.
Parking is restricted with parking boxes. Rental companies must modify the software of their vehicles so that scooters can only park in designated areas. The Transport Department will expand the parking box network from the city center to other areas.
The speed limits for scooters will vary depending on the location. In the city center, the speed limit is 20 km/h. In dangerous areas, such as parks, schools, and bus stops, the speed limit is 15 km/h. In the Old Town, the speed limit is 10 km/h. The city does not want scooters to operate there.
The Transport Department is creating a map that will show all parking spots and speed limits. The city government hopes that the map will reach riders after discussions with companies. The plan may come into effect at the next city government meeting.
The regulation also establishes other rules, such as age restrictions and a ban on riding on sidewalks. In March, red rental scooters appeared on the streets of Tallinn. Currently, their speed limit is 25 km/h, and riding on sidewalks is prohibited.
