The amendment defines the concept of immediate proximity to the security zone. This depends on the threat assessment and is not always a fixed number of meters. Deputy Chancellor of the Ministry of Defense Margit Gross explained that the threat can vary and proximity depends on the situation.
In urban areas, such as Tallinn, the immediate proximity is small. However, in sparsely populated areas, it may be wider. The Defense Forces use various means to monitor the security zone, but the exact technology and scope are not disclosed.
The head of the Intelligence Center, Ants Kiviselg, said that this amendment will not affect ordinary people. If a person is walking near a Defense Forces object, they may be questioned, but it will not go beyond that.
If the Defense Forces identify a threat, such as a left bag, they may inspect it or take it into custody. They may also ask the person what they are doing and, if necessary, detain them. The draft is in the consultation round and does not need to be coordinated with local governments.
