In 2021, PERH tried to find a builder for a new psychiatric clinic in Mustamäe. No offers came in, and the project ended.
In 2022, PERH tried again, but this also failed. The plan was for the clinic to be ready by 2026.
In 2025, PERH sought a concessionaire. A concessionaire is a private company that would build the structure and lease it to PERH.
According to PERH's leader Taavi Aare, the project costs 130 million euros. This amount is not competitive, and a cheaper offer is 146 million euros.
Aare says the state has other priorities besides mental health. For example, wars or fuel price hikes.
PERH has modified the facade to make the project cheaper, but this did not help. The safety of patients and staff is important.
Aare noted that the project is old and the technology is becoming outdated. It may be necessary to start from scratch.
Currently, PERH is renovating the Seewaldi hospital, but this does not improve the situation. It only helps maintain the current situation.
PERH's psychiatric clinic is the largest in Estonia. Nearly 40% of all psychiatric care is provided there.
The plan for the new clinic has three parts: an acute care building, an outpatient building, and a ward section building.
PERH's budget last year was 353 million euros.
