In Estonia, the young pay for the elderly. The wealthy pay for the poor. The healthy pay for the sick.
The social tax cannot be raised much. Some people do not pay it.
If healthcare lacks money, people will have to pay more themselves. Poor people cannot do this.
Ossinovski says that all children should receive good education and treatment. Hospitals should belong to the state.
