Marti Herem is the former commander of the Defense Forces. He says that the new national defense report is unnecessary. Herem told Vikerraadio that in his opinion, such analysis is not needed.
Herem says that his and his predecessor Riho Terras's understanding of national defense is very different from that of the report's authors. He added that if the report criticizes decisions, it stems from differences in understanding.
The report states that important functions have been taken away from the commander of the Defense Forces. For example, personnel functions and combat service support. The report also criticizes the establishment of the national defense investment center.
Herem says the report contains many general complaints. He added that the report does not specify which decision-making powers have been taken from the commander of the Defense Forces. Herem believes that decision-making authority has not been taken away.
Herem explained that the Defense Resources Agency was created so that military personnel could focus on military work. For example, a battalion commander should not have to buy light bulbs or mow the lawn.
Herem disagrees with the report's claim that the defense sector's chain of command is fragmented. He says many things still need improvement, but this is difficult to do due to constant criticism.
Herem asked why the report's authors did not bother to consult him. He believes the report is not a state task but someone's personal initiative. Herem said his name is mentioned 16 times in the report, always in a negative context.
Herem did not like that the report wrote about the abolition of the Defense Forces' chaplain service. It said this displeases God. Herem added that the report does not mention any politicians, even though they play a key role in decision-making.
Herem also disagrees with the criticism that former defense leaders are moving into the defense industry. He says if a ban is necessary, it should be written down, not blame individuals. Herem asked if anything has changed, as this has been discussed for a year.
The report was prepared by Riigikogu member Meelis Kiili and his working group. The report states that the defense sector's chain of command is fragmented and this is a problem.
