Valitsus räägib bürokraatia vähendamisest
The Government Discusses Reducing Bureaucracy
Järgmise nädalal arutatakse valitsuses ettevõtjate ettepanekuid bürokraatia vähendamiseks. See näitab, kuidas valitsus seda teemat tõsiselt võtab.
Next week, the government will discuss entrepreneurs' proposals to reduce bureaucracy. This shows how seriously the government takes this issue.
The first proposals were submitted to the government on Monday. They will be discussed in the government's economic cabinet on May 8th. This was stated by Hando Sutter, the head of the Estonian Employers' Confederation.
Prime Minister Kristen Michal convened the economic growth council. The council asked entrepreneurs to submit ideas for reducing bureaucracy. The Employers' Confederation also collected proposals itself. Volunteers reviewed and systematized them. On Monday, about 30 proposals were selected and sent to the government.
The delay in planning is a major problem. Sutter said that planning in Estonia is complex and slow. For example, building an apartment building can take 10 years. This increases the price of apartments by 20%.
Planning affects not only the construction of residences but also the establishment of production units and infrastructure. Every new investment requires planning. Sutter said that many good ideas are stalled due to delays in planning.
Reporting is also a major burden. Entrepreneurs have to enter data into multiple systems. This takes a lot of time. Taavi Kotka leads a working group that is looking into reporting issues. It may be necessary for the state to invest in IT systems to simplify things.
The European Union is also reducing bureaucracy. For example, smaller companies have to submit fewer reports. Some requirements have been made voluntary.
Sutter believes that the government is taking the reduction of bureaucracy seriously. He said that if nothing happens within six months, the process will be stopped. The Employers' Confederation will start informing its members about the progress of the proposals.
