In Viimsi, the chairman of the municipal council and Eesti 200 member Atso Matsalu ordered a program from TV3 in the summer. The program was titled "Summer Adventure" and aired in August.
Matsalu and Stig Rästa appeared in the program. They talked about Eesti 200's plans and activities in Viimsi. Viimsi municipality paid 4340 euros for the program.
In the elections, Eesti 200 received 4.1% of votes in Viimsi and failed to enter the council. The new municipal government sent a complaint to ERJK that this program might constitute prohibited donation.
ERJK asked Eesti 200 for clarification. Eesti 200 stated that the program discussed Viimsi's attractions and tourism sites. They claimed it wasn't political advertising.
ERJK didn't accept Eesti 200's response. They found that the program was a promotional piece for Eesti 200 that presented the party's plans. Since the municipality paid for it, this constitutes prohibited donation.
ERJK chair Liisa Oviir said they will send an official letter to Eesti 200. Eesti 200 can decide whether to repay the money or maintain their position.
Eesti 200's executive director Anneli Kannus said they will decide what to do when they receive the letter from ERJK.
