Taking control of commissions is easier for the coalition than maintaining it
Reformierakond ja Eesti 200 jagavad komisjonide juhtimise kohti, kuid täpsed plaanid on veel tegemata.
The Reform Party and Eesti 200 are sharing leadership positions in commissions, but the exact plans are still being worked out.
The Reform Party leads three committees: the rural affairs, finance, and foreign affairs committees. Their leaders remain the same: Urmas Kruuse, Annely Akkermann, and Marko Mihkelson. Madis Timpson will take over the leadership of the legal affairs committee. Signe Riisalo replaces Timpson in the social affairs committee. Liina Kersna leads the cultural committee and Yoko Alender the environmental committee.
Eesti 200 leads four committees. Peeter Tali remains the head of the European Union affairs committee and Kalev Stoicescu the defense committee. Hendrik Terras becomes the interior minister. Ando Kiviberg takes over the constitutional committee and Marek Reinaas the economic committee.
Committee heads are appointed through complex processes. The coalition does not have a majority in all committees, making voting difficult. The Riigikogu can change the size of committees to move MPs if necessary. This may depend on crucial votes.
In some committees, the coalition has a minority or is tied. For example, in the foreign and defense committees, the working style is more consistent. 'Window-shade' MPs, who do not interfere with the processing of bills, can be sent there.
Committee leadership may also include opposition members, but this is not the first choice. Eesti 200 and the Reform Party must secure a majority in the main chamber. Travel opportunities are limited as voting is not possible abroad. Travel is possible during the weeks between sessions.
Foreign communication is important, but now voting must be monitored more carefully. Discipline has become stricter.
