Mart Noorma said that state-supported Russian hackers primarily aim to create chaos. They also want to steal money. The criminals believe they can attack as much as they can. Countries must defend themselves well to hold the perpetrators accountable.
Noorma said that the number of attacks from Russia is very high. He does not believe it will decrease. The West feels how Russian hackers are attacking. State support makes the attacks more complex. Russian hackers want to create confusion and make people doubt their governments.
Russian hackers also have financial goals. The money is distributed among state agencies. Russia has attacked Ukraine's information systems, which has also caused global economic damage.
During war, attempts are made to access military systems, such as the Delta network. It provides information about battlefields. There are also attempts to infiltrate social media apps, such as Signal, to eavesdrop on communications.
There may also be attacks against registries, such as the civil registry. China does not carry out public cyberattacks like Russia, but they have their own interests, such as collecting information about potential adversaries.
Noorma said that by 2025, the damage from cyberattacks could be $10 trillion. This is greater than the drug trade and the GDP of many countries.
