The state wants to renovate 4,000-5,500 apartment buildings within 10 years. This means faster work than before. However, the funds for 2027-2028 are already exhausted. New funds will only arrive in 2029.
Kuldar Leis said that there are currently many large renovation projects in Estonia. These will continue next year as well. But no new money is coming now. Discussions about new funds will only take place in August-September.
350 buildings are waiting for state assistance. People want to renovate, but their own funds are insufficient. Now they have to wait. Leis believes that state support may decrease because demand is high.
One source of funding is the Social Climate Fund. Estonia wants the ETS2 (carbon trading system) to be postponed. If ETS2 does not come, money will have to be found elsewhere. Leis said that money is available in Europe, but we must wait.
Between 2026 and 2035, Estonia needs 8.6 billion euros for renovations. The state must provide 1.5 billion. This is about 100-150 million euros per year. In recent years, the state has provided 120 million euros annually. Leis believes this is feasible.
Loans are now cheaper than before. Apartment buildings can now get better loans. Leis said that banks trust apartment building renovations more now.
The state's current priority is defense spending. CO2 funds are used for renovations. If these are insufficient, money must be sought elsewhere. This will become clear in autumn when the state budget plan is made.
