There are also changes for small bags. Airlines must include small bag price in ticket. People can say no to small bag and pay less.
The rules also explain bad weather. If weather is very bad, airlines do not pay.
People get money directly. They can also use special companies to help.
The deal means people keep their rights. But cheap flight tickets may cost more.
