At Rimi in Tartu City Centre, one person saw a boy taking e-cigarettes from the battery bin.
No one stopped the boy. The bin was open to everyone.
Rimi manager Jelena Litvinovitš said they are aware of the problem. They are looking for a solution.
They want people to put e-cigarettes in the correct bin. They want to make the bins more secure.
Rain Päären from the Environmental Agency said that e-cigarettes belong to electronic waste. They have their own bins.
But there are no rules on how the bins should look. This means they can simply be open.
Rimi wants to make new bins. The new bins will have a smaller opening and a heavy lid. This will make it harder to take anything from them.
The current bins are not good. It is easy to take e-cigarettes from them.
