Ministry of Climate Awaits Positions on the Draft Development Plan for the Nuclear Energy Act
Kliimaministeerium esitas huvitatud osapooltele arvamuse avaldamiseks tuumaenergia ja -ohutuse seaduse eelnõu väljatöötamiskavatsuse (VTK). Eelnõu kooskõlastamisele saatmise aeg on järgmise aasta esimene kvartal.
The Ministry of Climate has submitted a draft development plan (VTK) for the Nuclear Energy and Safety Act to interested parties for feedback. The draft is scheduled for coordination in the first quarter of next year.
The Riigikogu adopted a decision on June 12, 2024. The decision supports the preparation for the introduction of nuclear energy in Estonia. It also supports the creation of an appropriate legal framework.
The VTK was prepared using analyses from the nuclear energy working group. The analyses map the legal framework for launching the nuclear program. The Ministry of Climate expects feedback from stakeholders within a month.
The VTK was sent to several ministries and institutions. For example, it was sent to the Estonian Geological Survey, the Environmental Board, and the Health Board. It was also sent to the Association of Cities and Municipalities and the administrator of the former nuclear facility in Paldiski.
The introduction of the VTK states that Estonia must move towards carbon-neutral electricity production. This is necessary to maintain international competitiveness. It is also important to ensure supply security and energy independence.
A nuclear power plant is one option for carbon-free electricity production. The completion of a nuclear power plant in Estonia within the next decade would help achieve climate goals. It would also increase supply security.
The VTK notes that an increase in the share of nuclear energy is necessary to achieve climate goals. This has been emphasized by the International Atomic Energy Agency and the European Union. The introduction of small modular reactors would be an important step towards climate neutrality.
The introduction of nuclear energy requires thorough preparation. It takes at least 9-11 years from the start of a nuclear power plant to electricity production. It is important to ensure that the introduction of nuclear energy does not hinder the development of renewable energy.
The draft is scheduled for coordination in the first quarter of next year. The draft law will be submitted to the government in June 2026. The expected effective date of the draft is the end of next year.
