The Ministry of Finance published the salary data for 2025. Salaries in the public sector increased by 5.7 percent. In the private sector, salaries grew by 5.8 percent.
In 2025, the highest salary was received by Villu Kõve and Alar Karis. Both received 115,118 euros. They were followed by Kristjan Siigur (108,737 euros) and Kristen Michal (107,394 euros).
The director general of the Tax and Customs Board, Raigo Uukkivi, earned 105,848 euros. Ivo Pilvingi's salary was 105,215 euros. Among local governments, Jevgeni Ossinovski earned the most (107,112 euros).
The secretary of Tartu city, Jüri Mölder, earned 106,193 euros. Kairi Vaher earned 98,193 euros. Priit Lello received 97,896 euros. Kristjan Järvan earned 96,334 euros.
In 2025, 138,568 people worked in the public sector. 28,314 people worked in public service. This is 142 fewer people than the previous year.
