In March 2028, government agencies must use the state app for identity verification. Currently, very few institutions use it. The state has given a long time for institutions to get used to the new system.
Prime Minister Kristen Michal said that the state app will make identity verification easier. People can use the state app and do not need to carry an ID card with them. This will take effect from March 1, 2028. Local governments and the private sector may use the state app, but it is not mandatory for them.
Why is the deadline so far away? The Information System Authority (RIA) says that institutions need time to adapt. The state app will be ready early, but institutions can start using it even before 2028.
Currently, the state app is used by, for example, the Unemployment Insurance Fund and some government agencies. For instance, RIA, the Riigikogu, and ministries use it for guest registration.
RIA states that institutions must change their work processes and systems. This takes time. Employees also need to learn how to use the new system. Changes must occur gradually so that people do not feel confused.
The state app can verify a person's identity using a QR code. This is a secure method. The app compares the person's data with their ID card or passport.
Over 260,000 people have downloaded the Estonian app. New users are added every week. The development of the app has cost 850,000 euros. Most of the funds went into development work.
The identity verification feature will be enhanced with RIA's resources. This will help make the state app even better.
