The Ministry wants to improve the law. They ask experts for help. Experts get 15,000 euros.
The law has problems. It is hard to use. This causes confusion. Now they look for solutions.

Experts must answer questions. For example, what happens if punishments change. They must also check if some acts go unpunished. Or if new punishments are needed.
Uudeberg says court decisions are not always clear. Parliament should make the law clear. Some court decisions get much criticism.
Experts give new ideas. This helps find better solutions.
In June, the parliament changed the law. The new law says when officials get punished. Punishment comes only if officials take unfair advantage. Before, punishment was harsher. This caused confusion.
