In Tallinn, next to Freedom Square on Harjumägi, there is a small white house. A café has been operating there for a long time. Ten years ago, the café was named Edgar's Café. In 2015, Edgar Savisaar distributed free pastries there before the elections. There was also music and fire jugglers in the café.
Currently, the café is operated by Parklinn Grupp. The café is located on a 108-square-meter area. The city pays 240 euros per month for it. The lease agreement lasts until 2035.
Sander Andla, the elder of Tallinn's city center, thinks that this price is too low. He wants to terminate the lease agreement and find a new tenant. Andla says that a fair price should be higher. For example, in the city center, people pay more for smaller apartments.
Andla mentioned that there have been problems in other lease agreements as well. For example, one parking lot pays the city only 200 euros per month. He asks if this is the right way to use public property.
Andla recommends holding a new tender for the rental space. The new tenant could be, for example, a new café. The location of Edgar's Café is a historic kõlakoda. Previously, the café was owned by Juri Saharov. Currently, the café belongs to Svetlana Moiseenko. Juri Saharov was her husband.
Juri Saharov made headlines in January. A visible example is the fundraising for Edgar Savisaar's memorial. Saharov is a member of the board of this association. He wants to erect a memorial in front of the café. Saharov hopes that a Centrist Party member will become mayor in October.
