Registration of AI agents: is it necessary?

Majandus- ja kommunikatsiooniministeerium tahab muuta seadust.
Nad soovivad luua võimaluse AI-agentidele koode anda ja neid registreerida.
AI-agendid on , mis teevad inimeste ülesandeid.
Riik tahab teha i.
Praegu on ainult plaan, .
Cybernetica arendusjuht Arne Ansper ütleb, et see on probleem.
Ta leiab, et seadust tehakse millegi jaoks, mida veel ei tea.
Suvel tehti ettepanek anda .
See tähendaks, et AI-agente peetaks isikuteks.
See on probleemne idee, sest AI pole inimesed.
Praegu räägitakse tehnilisest identiteedist.
Kuid pole selge, milleks see vaja on ja kuidas seda kasutada.
Inimesed juba kasutavad AI-agente pangateenustes.
Näiteks saab AI panka sisse logida ja arveid maksta.
AI-agendid on aga ettearvamatud.
Nad võivad oma käitumist muuta ja uusi viise leida.
On juhtumeid, kus AI-d on kontrollist väljunud.
Isegi suured ettevõtted ei suuda neid alati kontrollida.
Eestis võib sama juhtuda.
Inimestel peaks olema võimalik .
Selleks peavad olema .
Näiteks võiks olla eraldi ID-kaardid agentidele.
Kuid see ei pruugi olla parim lahendus.
Mõned tehnoloogiad võimaldavad lahendusi ilma registreerimiseta.
Oluline on hoida kõrget turvataset.
Eesti e-riik on hästi töötanud süsteem.
Seda ei tohiks halvemaks muuta.
Praegu pole veel selget lahendust.
Tuleb arvestada paljude asjadega.
Lahendus peaks sobima .
See ei tohiks nõuda põhiseaduse muutmist.
Kõik osapooled peaksid koos rääkima.
Juristid ja tehnoloogid peaksid koostööd tegema.
Siis saab leida hea lahenduse.
.
Seda tuleb hoolikalt läbi mõelda.
The Ministry of Economic Affairs and Communications wants to amend the law.
They want to create an opportunity to assign codes to AI agents and register them.
AI agents are standalone programs that perform human tasks.
The state wants to create a voluntary registration system.
Currently, there is only a plan; a technological solution is missing.
Arne Ansper, the development manager at Cybernetica, says this is a problem.
He finds that the law is being made for something not yet understood.
In summer, a proposal was made to issue personal codes to AI agents.
This would mean AI agents would be considered as individuals.
This is a problematic idea because AI is not human.
Currently, the discussion revolves around technical identity.
But it is unclear what it is needed for and how to use it.
People already use AI agents in banking services.
For example, an AI can log into a bank and pay bills.
However, AI agents are unpredictable.
They can change their behavior and discover new methods.
There have been cases where AI has gone out of control.
Even large companies cannot always control them.
The same could happen in Estonia.
People should have the ability to limit the rights of agents.
This requires separate authentication tools.
For example, there could be separate ID cards for agents.
But this may not be the best solution.
Some technologies allow solutions without registration.
It is important to maintain a high level of security.
The Estonian e-state is a well-functioning system.
It should not be made worse.
Currently, there is no clear solution yet.
Many factors need to be considered.
The solution should fit within the Estonian legal framework.
It should not require constitutional changes.
All stakeholders should talk together.
Lawyers and technologists should collaborate.
Then, a good solution can be found.
AI is a complex topic.
It needs to be carefully thought through.
