Officers from the Northern Prefecture Police Department detained a 37-year-old Latvian citizen in Tallinn.
3000 euros in cash was found in the man's pocket. Police believe the man could have been a money courier.
Police said the man visited people's homes and took their money.
A month ago, police received a report that thieves called people and told them their phone had a virus. The thieves asked them to enter PIN codes.
People lost money and bank cards. Police launched an investigation and found the suspect.
Police received four more similar reports. Five people lost a total of 36,000 euros.
Police found a man on a Haapsalu bus who had just taken money from one person. 3000 euros was found in the man's pocket.
Police also found 41 bank cards, documents and a residence permit. Police will contact the card owners.
According to the prosecutor, the man knew what he was doing. He traveled around Estonia taking money from elderly people.
The prosecutor's office wanted to remand the man in custody. The court agreed and the man must remain in prison for at least two months.
