The Rescue Board cannot install one siren.

The Rescue Board is installing sirens in Estonia. Sirens help warn people. They are on tall buildings.
Sirens are important. They provide warnings. Phones also receive messages. The Rescue Board conducted a similar exercise.
There are several sirens in Muuga. One company does not allow a siren to be installed on its buildings. The Rescue Board wants to place the siren elsewhere. It costs a lot of money.
The law does not force the installation of a siren. A new law may change this. The Rescue Board hopes to reach an agreement.
There is a big exercise in May. All sirens will work. People will receive messages on their phones.
There are 120 sirens in 22 towns in Estonia. The Rescue Board wants 200 more sirens. Smaller towns still do not have sirens.
