This can be done by those who scored less than 50% or less than 60% in Estonian as a second language.
Exams will take place in schools selected by HTM.
Schools must still help young people complete basic school.
Preparatory education helps young people who would otherwise struggle with school.
After preparatory education, young people can go to vocational school.
This change will help young people fulfill their educational obligations.
The change is based on feedback from schools and local governments.
