the state must take a stand against such situations
Füüsilise vägivalla korral politsei reageerib, kuid ähvardamisele ja hirmutamisele mitte. "Kas see peetakse normaalsuseks?

Kohtutäiturite koda on teinud ettepaneku justiitsministrile arutada ohtlike olukordade ennetamist. Minister Liisa-Ly Pakosta on nõus kohtumisega arutama, kuidas edasi.
In Estonia, there have been cases where bailiffs' property has been damaged. Often it is not about physical attacks but about insults, threats or humiliation. The situation has worsened in recent years, said Arvi Pink, a member of the Chamber of Bailiffs and Bankruptcy Trustees.
Pink said that the state must establish itself against such situations. "These 35 bailiffs are part of our rule of law," said Pink.
The police respond to physical violence but not to threats and intimidation. "Is this considered normal? In our opinion, it is not normal," said Pink.
Pink also gave an example: "A mother of two children received a picture of knives from a debtor with the words 'I will use them on you!' The police said it was part of the job and not dangerous."
The police advise reporting any threats to the police. If there is immediate danger, a patrol should be called to the scene. In case of a written threat, it should be recorded and forwarded to the police.
The work of bailiffs is conflict-prone: when debts are claimed, it creates tension and emotions. Often, people say things they don't mean.
The Chamber of Bailiffs noted that it also works with so-called sovereign citizens. Sovereign citizens believe that the government is evil and laws do not need to be followed. Bailiffs must pay attention and set boundaries.
"Bailiffs enforce state authority. If we allow them to be threatened, people will think it's allowed. This undermines the foundation of the rule of law and the state," said Pink.
The Chamber of Bailiffs has proposed to the Minister of Justice to discuss the prevention of dangerous situations. Minister Liisa-Ly Pakosta has agreed to meet to discuss how to proceed.
