The Keila City Council expressed no confidence in Keila Mayor Anneli Pärlin with a vote of 11:9. The 11-signature no-confidence motion accused Pärlin of failing to form a city government.

On Monday, the Keila City Council expressed no confidence in Mayor Anneli Pärlin. 11 council members voted in favor of the no-confidence motion, while 9 were against it. Pärlin was elected mayor three weeks ago.
A week ago, the Reform Party faction submitted a no-confidence motion. They stated that Pärlin lacks a majority in the council to confirm the composition of the city government.
After the vote, Pärlin said that this vote marks the end of the Reform Party's power in Keila. She stated that the city's politics will be renewed after the local elections.
Pärlin said: "My career as mayor ended before it even began. It is not tragic for me, but it is tragic for Keila. The Reform Party's defense will continue, and the walls between the citizens and the city government will grow."
Pärlin said that the reason for the no-confidence motion was not the composition of the city government, but her party.
Long-time mayor Enno Fels (Reform Party) left office. On April 29, Pärlin was elected as the new mayor. However, the confirmation of the city government's composition failed because the votes were evenly split.
Last week, the Reform Party faction said that they will nominate Maret Pärnamets as the new mayoral candidate. City Council Chairman Tanel Mõistus (Reform Party) said: "Due to Pärlin's inability to form a city government, Maret Pärnamets is currently the acting mayor. Pärlin only has the title."
