The Narva City Council voted to elect a mayor. Katri Raik and Jaan Toots both received 15 votes each. One ballot was invalid.
The Narva City Council has 31 members. To become mayor, a candidate needs at least 16 votes. Katri Raik was the joint candidate of Rahvaliit and her electoral alliance.
In the local elections, Rahvaliit won. They received 12 seats. Keskerakond got 10 seats, Katri's list received 5 seats, and Plaan B + Narva Pulss got 4 seats.
After the elections, Rahvaliit and Katri Raik's team held discussions. They reached an agreement on city governance.
The council elected Mihhail Stalnuhhin as chairman on December 2. Jana Kondrašova became vice-chairman.
Katri Raik has served as Narva mayor three times: 2020–2021, 2021–2023, and 2024–2025. She was also the council chairman in 2021.
Jaan Toots was mayor in 2023. In 2024, he received a vote of no confidence. After that, Katri Raik became mayor.
