Member of Parliament Tanel Tein accuses officials of the Ministry of Finance. According to Tein, the text of the law was incorrect. This error was not a political decision. It was simply an error in writing the law.
According to Tein, the original goal was simple. He wanted to reduce the tax on remote gambling by 0.5%. This would have lowered the tax from 6% to 4%. This goal was clear to everyone: the initiators, the Ministry of Finance, and the sector’s entrepreneurs.
But on September 1, the word "skill game" was added to the law. According to Tein, this was unnecessary. It caused confusion in the application of the tax. Although the error was corrected in November, the wrong version went to the second reading. This version was adopted.
As a result, the taxation of online casinos in 2026 was mistakenly omitted. According to Tein, this was not the intention of the legislator. According to the intention, all gambling should have been taxed.
According to Finance Minister Jürgen Ligi, the error is the fault of the Riigikogu. Ligi said that the responsibility lies with all members of the finance committee.
Tein was the leader of the law. He wanted to make Estonia a more attractive country for gambling. This was supposed to increase tax revenue. Among the initiators of the amendment were Timo Suslov, Anti Haugas, and other members of the Riigikogu.
