The city of Tartu sued the state for reimbursement of care reform costs
Tartu linn esitas Tallinna halduskohtule kaebuse Eesti Vabariigi vastu 2024. aasta üldhooldusteenuse kulude hüvitamiseks. Tartu taotleb riigilt hooldereformi kulude hüvitamist 1 622 779 euro ulatuses.
The city of Tartu has filed a complaint with the Tallinn Administrative Court against the Republic of Estonia for the reimbursement of general care service costs for 2024. Tartu is seeking compensation from the state for the costs of the care reform in the amount of 1,622,779 euros.
The city of Tartu wants money from the state to cover the costs of general care services. The state has not provided enough money for the care reform. As a result, the costs of the city of Tartu have increased.
City Secretary Jüri Mölder said that Tartu's costs have increased compared to the time before the care reform. The state's forecasts were wrong. The National Audit Office also spoke about this in its report.
Due to the care reform, local governments have to pay for clients' care home bills. The state has not provided additional money for this.
Before the care reform in 2022, Tartu's costs were 2.1 million euros. In 2024, they have risen to 8.1 million. The city pays slightly over 4 million of these. Without the reform, the costs would have been 2.4 million.
To cover the costs, the city has had to reduce operating expenses. This affects both the social sector and other areas.
Before going to court, the city of Tartu submitted a claim to the Ministry of Social Affairs. The ministry did not consider the claim justified. Therefore, the city of Tartu decided to go to court.
