Erakondade järgi oli arvamused erinevad. 90% EKRE, 85% Keskerakonna, 49% Isamaa, 23% Parempoolsete, 19% Sotsiaaldemokraatliku Erakonna ja 17% Reformierakonna toetajad ei pidanud lipud jääma. 77% Reformierakonna, 77% Sotsiaaldemokraatliku Erakonna, 73% Parempoolsete, 43% Isamaa, 10% Keskerakonna ja 5,9% EKRE toetajad pidasid lipud jääma.

The NGO Institute for Societal Research commissioned a survey conducted by Norstat Estonia. The survey asked: "After the start of the Russia-Ukraine war, Ukrainian flags were raised on many public buildings in Estonia. In your opinion, should Ukrainian flags remain on buildings?" 52% responded: "Should not remain" or "Rather should not remain". 40% responded: "Rather should remain" or "Should remain". 9% responded: "Cannot say".
Opinions varied by political party. 90% of EKRE, 85% of the Center Party, 49% of Isamaa, 23% of the Conservative People's Party, 19% of the Social Democratic Party, and 17% of the Reform Party supporters did not think the flags should remain. 77% of Reform Party, 77% of Social Democratic Party, 73% of Conservative People's Party, 43% of Isamaa, 10% of Center Party, and 5.9% of EKRE supporters thought the flags should remain.
The issue of keeping Ukrainian flags on public buildings gained more attention when the new Viljandi city government (Isamaa and EKRE) decided to remove the Ukrainian flag at the beginning of the year. Later, it was raised again.
The Norstat survey was conducted online on January 12–13. 1000 respondents aged 18 or older participated.
