On Monday, the Võru city council voted to remove mayor Kalvi Kõva and deputy mayor Toomas Sarapuu from office. Both were from the Social Democratic Party (SDE). The new coalition will now consist of the Center Party, Isamaa, EKRE, and the Reform Party.
Last week, the Reform Party and the Center Party announced that they wanted to express no confidence in the mayor. The chairman of the city council, Urmas Tali (Center Party), said that the mayor's management style was too harsh. He added that cooperation was no longer working well.
EKRE representative Rain Epler said that the Social Democrats treated the council as a mere formality. On Monday, Kõva and Sarapuu were voted out of office. 13 council members voted against them. One Social Democrat member, Argo Mõttus, also voted against them.
Kõva said that the no-confidence vote was related to the parliamentary elections. He believed that cooperation was good with both the opposition and the coalition. Sarapuu said that the accusations against him should rather apply to the council chairman, Tali.
Sarapuu added that he had never seen such bad politics in Võru. He had worked in the city for over 8 years. The new leaders will be determined next week.
In the 2025 elections, the Social Democrats received 38.8% of the votes in Võru. They have 9 seats in the council. Isamaa has 6, EKRE has 3, the Center Party has 2, and the Reform Party has 1 seat. The new coalition will include all parties except the Social Democrats.
Kõva had been the mayor of Võru since 2023.
