The government approved a bill that increases notary fees. The goal is to ensure good notary services in all counties of Estonia. Notary fees have been too low for a long time.
Minister of Justice Liisa Pakosta said that many notaries do not earn enough income. This makes their work more difficult. There are also few young notaries, especially in small towns. Several notaries are already old and will soon retire.
The bill increases notary fees by an average of 74%. Some fees will increase by 100% or more. For example, the power of attorney of a legal entity now costs 120 euros instead of 49 euros. The transaction fee may increase from 38 euros to 239 euros.
The fees for real estate transactions will increase by 140%. Apartment transaction fees will increase by 168%. The new fees will take effect on January 1, 2027.
Notary turnover will increase by about 11 million euros per year. This means that each notary will earn an average of 132,000 euros more in revenue. However, the exact amount depends on the region and workload.
The bill has been in the works for two years. Now it will be submitted to the Riigikogu for discussion. The goal is to ensure that notaries receive good pay and people everywhere in Estonia can access notary services.
